Top CIA scientist, fugitive, ex Marine Joseph Markham battles with the CIA after uncovering their plans to spread a deadly virus designed to gain complete mind control over the human race. Markham steals the virus, hoping to expose the CIA and protect humanity, but his action results in calls for a nation wide man hunt for Markham and recovery of the virus. After viciously fighting off everyone in his path, Markham discovers that his wife, Valentina, has been kidnapped and tortured by the CIA's head assassin, Slater Badd. As time begins to run out for Markham, he is faced with an impossible choice: find a way to save his wife or the lives of billions.
